Gender endeavours are undertaken through programmes/projects that address the following:

BUCADEF, the HUNGER project, UCOBAC and government through savings and credit cooperative organisations.

  • Boosting the Production and marketing systems
  • Community Sensitisations and mobilization.
  • Advocacy, campaigns and lobbying.
  • Attracting the interplay of CBOs, NGOs & Donors in poverty focused investments.

Orphans, and Vulnerable Children (OVC)

Kiboga District Local Government through the Department of Community Based Services has decided to address the plight of OVC through the implementation of the National Policy for Orphans and other Vulnerable Children (NOP) and the Integrated Strategic Plan for Five years starting 2007/08-2012. The plan defines the frame works that guides the District approach to assisting orphans and other vulnerable children. The strategic Plan complements the NSSPI and the NOP. The Plan is an integral part of the Social Sector Development Investment Plan and the Poverty Eradication Action Plan. The MGLSD contracted a Technical Support Organisation (TSO) through the Capacity to Care Project to build capacity in districts to manage issues of OVC.

A situation Analysis of orphans and other vulnerable children was carried out in June 2007, during the period of mapping the service providers of the OVC in Kiboga District. Among the recommendations of the analysis was the need to have an integrated strategic plan for the District to guide the interventions aimed at minimizing the negative impact of orphan hood and other causes of Vulnerability among children. The report also identified major intervention gaps by service providers in the District. The OVC are faced with a number of problems that range from psychosocial, health, reproductive, preventive and curative practices by their caregivers. Findings from the Mapping exercise of the service providers of OVC were used to inform the process of developing the strategic plan. The interventions targeted the Orphans and their care givers, legal and policy issues affecting OVC in Kiboga and a data analysis of UNHS 1999 and UDHS 2000/01 that compared the orphans and non -orphans and the households which they lived in.

The Kiboga Five Year district OVC strategic Plan is targeting a total of 33,198 OVC

Constituting 25.6% of the children in the district. Of these 18,004 are Orphans (0-17 yrs), 2,840 are Children ( 5-17 yrs), 5,194 are Child laborers (5-17 yrs), 615 are Children heading Households (10-17 yrs), 1,155 are Girls (12-17 yrs) who were mothers, 7,815 are Idle children (6-17 yrs),

The strategic plan is a result of a participatory process that involved consulting stake holders at the National, district, Sub county and Community levels, Care givers, Orphans and Vulnerable Children. The district OVC Coordination Committee, the author of this plan comprises persons /offices that are closely related to the Core Programme Areas of OVC including the NGOs and CSOs. Participants of the planning workshop did the OVC problem analysis, conducted the implementer’s SWOT analysis and finally stakeholders’ analysis, which culminated into the plan.
